Incumbent county executive George Latimer is term-limited after he signed the law in 2020 limiting county executives to 2 terms. Term limits create more open-seat campaigns that retain general election 'civility' or 'bipartisan comity' while containing the most serious issue disagreements to intraparty (closed primary) elections.
One of the most serious issue disagreements in the 2022 and 2024 election cycles is whether to build on the demands for a permanent cease fire (with exchange of Israeli and other nationality hostages for Palestinian political prisoners) to making aid to Israel conditional on progress toward the consensus of a 2 state final status solution to the Israeli conflict with Palestinians. In Israel's 2006 war on Gaza one soldier, Gilad Shalit, and the remains of two other soldiers, Ehud Goldwasser and Eldad Regev, were released by 2011 in exchange for 1000 Palestinian prisoners including Yahya Sinwar the successor to elected Prime Minister Ismail Haniya, never allowed to govern because of the illegal Israeli blockade of Gaza that worsened in 2007.
Of course George Latimer accepted the JCRC NY candidate recruitment offer. The JCRC NY is the east of Hudson River NYC area counterpart to JCRCs in other urban areas like the JCRC of Greater Washington that lobbies in Washington DC, Maryland and Virginia local and state governments. George Latimer needs another position to run for when his second and last county executive term ends in 2026. The primary challenge to Rep Jamaal Bowman was to scare him and other congress members from building on the cease fire demand into conditional support for military aid to Israel because safety and collective liberation for Jews is inextricably linked to safety and collective liberation for Palestinians. Rep Bowman had another primary challenger in 2022 a county legislator named Vedat Gashi who was recruited to resist the same policy demands to improve a situation that has gotten horribly worse since the blockaded Hamas government repeated its hostage taking tactics to free more political prisoners (regarded as hostages) on October 7, 2023.
Rep Jamaal Bowman has been an effective legislator who acts locally with values that are consistent on global issues that he also acts on. The federal money obtained for Westchester County community projects without a doubt contributed to the budget surplus and property tax cuts that George Latimer has taken credit for.
